Defense Agencies Seek Electrical Power From Biomass

On December 12, 2012, the Defense Logistics Agency – Energy (DLA-E), in close coordination with the Army Energy Initiatives Task Force (EITF), released a Request for Proposal (RFP) for electrical power from a biomass generation facility for up to 28 megawatts located on or contiguous to Fort Drum in Watertown, New York. The Solicitation, SP0600-13-R-0401, is posted on the Federal Business Opportunities website.

This is an open RFP for the Army to procure power through a Power Purchase Agreement(PPA) for bids up to 25 years for renewable energy to be purchased by Fort Drum. Under the PPA, the Army will only purchase the energy that is produced; no generation assets will be acquired.
