FERC Unveils Aggressive New Market Mitigation Policy

At its March 26 meeting, FERC began ruling on refund determinations and allegations of market manipulation raised in several proceedings involving the 2000-2001 California/Western "Energy Crisis." While FERC has not yet ruled on all issues in all of the pending proceedings, its March 26 rulings may have significant implications for energy market participants.
